Reactor instability

Some packs enable an extra instability / pressure layer on top of ordinary reactor operation. When it is active for your save, the Reactor Controller HUD and readouts surface stability-related warnings or limits—follow those prompts and adjust fuel, coolant, or layout as the UI indicates.

Heat sinks and coolant definitions include multipliers that affect that layer only while instability is turned on in common config.
