With the Dialing Device you can link a Matter Transmitter to a Matter Receiver. Note that the Matter Transmitter has to be nearby but the Matter Receiver can be very far away (even in another dimension)

Infusing this machine reduces power usage

To dial you first have to select a Matter Transmitter. If there is only one nearby then it will be automatically selected. After that you have to select a Matter Receiver (in the bottom list) and chose either 'Dial' or 'Dial Once'. With 'Dial Once' the connection will be interrupted as soon as someone teleports
